2004

Reports Database

The Reports Database is an on-line full text database. It stores all reports (full text) generated by EAC since 1993.

The reports include among others: Permanent Tripartite Commission; Extra Ordinary Permanent Tripartite Commission; Council, Sectoral Council, Summit, Sectoral, and Task force reports; East African legislative Assembly reports; East African court of Justices reports; Institutions of the Community reports; Conferences and Seminar Reports. The database is an important tool for monitoring and following up decisions of the Summit and Council as well as recommendations of various sectoral Committees task forces by the Secretariat and Partner States.

Bibliographic Database for Lake Victoria Basin Commission

The mandate of the Lake Victoria Basin Commission is to co-ordinate the various activities within the Basin geared towards sustainable exploitation of the resources therein. Over the years, the Basin benefited immensely from major programmes which created considerable amount of data base. At the national level too, there are various institutions of higher learning, research institutions, private firms, civil society, government institutions and local authorities which have credible data compiled on the basin over the years.

Given the above scenario, it was extremely essential for a mechanism to be put in place to consolidate these data by creating a “one-stop office” under the auspices of the LVBC for easy access, retrieval and dissemination to enhance decision making process and for strategic networking with the stakeholders both within the Basin and outside. A Project on creation of a Resource Centre on Lake Victoria Basin was developed.The overall objective of the project was to avail to the LVBC and other stakeholders a mechanism for easy access, retrieval and dissemination of information relating to the Lake Victoria Basin for enhanced decision making process.

Establishment of the Specialized Libraries

The EAC Information resource centre, spearheaded the establishment of the two specialized reference libraries, for the East African Court of Justice (EACJ) and the East African Legislative Assembly. (EALA) in 2008. The two Libraries specifically support and provide information for the Legislators and Judges of the respective organs

Information Sharing and Networking Project

The information resource Centres operate as focal points for dissemination and access to EAC information.

In order to enhance implementation of Council Decisions and support Research there was a need for EAC to avail and share information with Partner States. In 2009/2010 the EAC IRC sourced for funding and supported the establishment of Information Resource Centres in EAC Coordinating Ministries of three Partner States, namely Burundi and Kenya, and Tanzania. The information resource Centres operate as focal points for dissemination and access to EAC information.

Launching of the Tanzania EAC Ministry- Information Resource Centre

The Information Resource Centre, at Ministry of the East African Cooperation in Tanzania was launched on 4th August 2011. The launching was graced by the German Ambassador to the United Republic of Tanzania, H.E. Klaus-Peter Brandes.

Establishment of a Regional Technical Information Working Group (RTWG)

The Council established a Regional Technical Information Working Group charged with the responsibilities of articulating issues relating to information and knowledge management in EAC.

Digitization of EAC Information Resources

The information resource Centres operate as focal points for dissemination and access to EAC information.

The IRC embarked on a digitization project of the EAC information in order to provide visibility, accessibility and effective dissemination of EAC information and knowledge to all stakeholders, policy makers, researchers, students and the general public as well as preserve the EAC institutional memory for future generations and prosperity. In order to symmetrically digitize the EAC Institutional memory, a study to develop modalities for digitizing the EAC Information Resources was commissioned in December 2013. With the recommendation of a “One stop Shop” distributed scenario and a single access point for all EAC information, an EAC Information Repository and web Portal was developed in September 2015.
